Seongcheol Kim is currently an associate professor in the School of Journalism and Mass Communication at Korea University. He received his B.B.A. and M.B.A. degrees from Seoul National University, and his M.A. and Ph.D. degrees in telecommunication from Michigan State University. He worked for the SK Group, a leader in the IT business in Korea, and led e-government initiatives for the Seoul Metropolitan Government as Information Systems Director. Before joining Korea University, he was the associate dean of the School of Business at Information and Communications University, one of the top IT-focused Universities in Korea. His research interests include telecommunication management and policy, new media business, mobile media, and convergence. His publications have appeared in Journal of Media Economics, Telecommunications Policy, Government information Quarterly, Technological Forecasting and Social Change, Computers in Human Behavior, IEEE Wireless Communications, Journal of Research and Practice in Information Technology, Communications & Strategies, Telematics and Informatics and etc.
